Report Puts Haley On Top Due to Its Natural Language HaleyAuthority Tool, An Innovative Approach to End User Rules Development

Pittsburgh, PA - January, 2006 - Haley Systems, Inc., a leading provider of business rules management systems, today announced that Haley has been cited as the leading business rules platform for business analysts, according to The Forrester Wave™: Business Rules Platforms, Q1 2006 report, which was released on January 4, 2006. Haley also was recognized as a strong performer in the report's three other market categories - business rules platforms for IT, Java developers and .NET developers.

"HaleyAuthority is a very strong environment for business analysts, and it carried Haley to the leading position within that market category," writes John Rymer, Vice President, Forrester Research in the Wave report. "Overall, Haley has strong tools for both business analysts and developers, strong deployment and platform management tools, and strong repository, change management, and rules reuse features," Mr. Rymer stated in the accompanying Forrester Wave™ Vendor Summary.

Haley Systems was among the 10 select companies that Forrester invited to participate in the Forrester Wave report, Business Rules Platforms, Q1 2006. In this report Haley Systems emerged as the leading Top-tier Strong Performer in the market category that evaluated platforms for business analysts and users. Haley earned Second-tier Strong Performers rankings in the three remaining market categories - business rules platforms for IT, for Java developers, and for .NET developers.

According to the Forrester Wave evaluation of platforms that give business analysts and other users control, Haley Systems emerges on top due to its natural language HaleyAuthority tool, an innovative approach to end user rules development. "HaleyAuthority allows analysts to describe their business domains in complete and unambiguous terms that the product can use to generate Rete-based rules," cited Forrester Research in the The Forrester Wave™ Vendor Summary, Q1 2006, Haley Systems Leads In Business Rules Platforms For Business Analysts. "The Haley platform has strong business analyst tools, but also provides an IDE (integrated development environment) for customers that want an additional measure of control over the rules runtime environment."

"To meet the market demand for increased business agility, business users need intuitive tools that give them control to manage business logic updates while eliminating the dependency on costly and time-consuming programming intervention," said Hans Witt, President and CEO of Haley Systems. "Business user accessibility will be a key driver as the business rules market continues to grow in popularity and we are pleased to be recognized for our leadership position in this market category, as well as our commitment to providing strong IT development and integration tools."
